I'm almost certain this is because I'm running a 120hz display and two other monitors, one 1080 @ 60 and the other my tv at 1080i @ 60. And I just doomed to suffer this, or? Idle clocks at 960-ishMHz, idle temp of 65C.

The best thing to use is the Multi Display Power Saver in NVIDIA Inspector.

It forces your cards to downclock, lowers the voltage, and returns temps to normal levels. The only thing is you have to add all of your games and benchmarks to a list so it will not run during when those specific applications are running. Not really a big deal just something you should know.

It will start with Windows if you would like and works perfectly from my experience. Give it a try.

    ASUS RTX 4090 TUF OC • Intel Core i7 12700K • MSI Z690 Edge WiFi • 32GB G.Skill Trident Z • EVGA 1600T2 PSU

EK Quantum Velocity • EK Quantum Vector² • EK Quantum Kinetic TBE 200 D5 • 2x Alphacool 420mm Rads
    LG CX 48" • 2x Wasabi Mango UHD430s 43" • HP LP3065 30" • Ducky Shine 7 Blackout • Logitech MX Master

Seriously, can no one help with the clock speed thing? This is a joke, it's one 120hz monitor which is supposed to keep it from running wild and two 60 hz. What was the point of buying Nvidia if not to save power?

Went with Nvidia Inspector as per your many posts on the topic. Not as much of a hassle and I expected. It'll suffice.
