960 Issue FrameRate Drop Issue.

I have currently been experiencing a massive issue with my 960 card, across all games. Whenever I run EVGA Percirsion X16 or any other third party fan controlling softwhere it causes me to have about a 50%-ish loss in frame rates. 
 
I am unsure what is causing this but it SEEMS to me as if when ever I have the program running, it causes my card to not draw any voltage. The display, on the program will always show as zero, as well.
Additionally, it will say my card is at 99% usage, but I'm getting like 17 fps. The temp stays relatively cool, at a 31-ish C. So it seems as if the program is causing my card to not run correctly.

I have re-installed the program, and I know it is the cause. Whenever I restart my computer, I am fine. I can play any game I want and be fine. The moment I turn on either EVGA Percision X16 or whatever it is called I start expiercing the issue. My FPS in Overwatch, for example will drop from High 80/90's to 30-45. And card will display that its at 31c at 99% utilization. When under normal circulstances, it hovers around 65-68c and is at around 75-85% utilization.

I have noticed whenever I use HwMonitor that it will be stuck at under voltages under normal circumstances, around 1.025v but when under the circumstances where I am getting ****ting frames it is either at, or below .831v
 
Trying to figure out what is causing this. It only happens when I run the program, otherwise I am fine.

    Remove PrecisionX in its entirety and try MSI Afterburner 4.2.0 Final: https://gaming.msi.com/features/afterburner
    See if you get better results using Afterburner. Any monitoring utility will cause a slight performance hit but 50% is ridiculous.

    Baffling. I never had an issue using Afterburner. What are your complete system specs? Are you using GeForce Experience? What settings are you using in the nVidia Control Panel?

    Sorry. What do you mean by settings in the Nvidia Controller Panel?

    And yes. I do have Ge Force Experience, as for 'using' you might have to elaborate.

    Try using nvidia inspector to adjust the gpu fans.
