780 Ti ACX Dual cards not idling

Decided to upgrade to Win 8.1 and not sure if it was a good ideal. My cards are not idling and running on full speed when not gaming. Never had this issue with Win 7.
PC:
CPU: I7 4960x OC @ 4.5
Motherboard: Asus Extreme IV Black Edition
GPU: 2x EVGA Geforce GTX 780 Ti Classified ACX Dual Bios in SLI
Case: Corsair 600T Black
RAM: Corsair Platinum Dominators 16 GB @ 2400
SSD: Corsair GT Force 240 GB SSD
CPU Cooler: Corsair H100i
PSU: Corsair AX1200 Modular
Keyboard: Corsair K95
Mouse: Corsair M60
Monitor: Asus ROG Swift PG278Q

    Sorry, not trying to insult anyone, but Check nvidia control panel under manage 3d settings and make sure the global preference is set to ''adaptive'' for power management mode.
    It normally comes on default , but i've installed new driver and had it set to ''perfer maximum performance'' mode by default before.
    I'm on windows 7, so not sure if maybe Metro UI taxes it enough to keep it out of idle or not.... Other than that, may be some bios settings.

    Check the 3d settings and it was already set for "adaptive".  I wouldn't think bios settings would have to do with it. Like I said, I just upgraded to Win 8.1, didn't have this issue with Win 7

    tried something, uninstall G-Force Experience...bam, cards went back down to idle speeds. Might be a setting I set which may have caused the issue. Going to re-install G-Force and see what happens.
     
    UPDATE: Re-installed G-Force Experience and everything is back to normal.

    i meant specifically PCIE lane power settings for bios.
     
    And yes, it seems GFE causes many quirky issues for a lot of people... Glad you got it figured out man!!

    My single one ran it's clock around 800mhz on 144hz, but just a little over normal idle on 120hz, now I'm wondering if it's Geforce Experience that was causing that for me.

    I would really recommend disabling geforce experience

    I have the same issue. For me it is being caused by the "nvspcap64.dll" that is tied to GFE. Once it is disabled, card clock the way they are supposed it. I am not sure how to permantley disable it without uninstalling GFE.

    Just uninstalled GeForce experience. It does nothing for you in reality, that you can't easily do yourself, other than controlling LEDs and shadow play. There are plenty of non-intrusive ways to do the same thing, aside from the leds. I am sure there is a work around for that as well.

    I had the same prob w my cards and it was when I updated to prec-16. Try going back to 4.2.1 and see if ur cards will downclock.

    Had similar negative experience with GeForce Experience. Uninstalled it, all runs just fine on Win 8.1 PRO 64-bit.
