760 A1 Rev1.0 83 bios, turbo not working

So I have an i7 970 installed.  The latest Bios. 
 
The turbo is not working.  I've fooled with bios settings.  Enabled CxE to Auto and the multiplier doesn't go beyond 24.  I'm using HWinfo64 to observe it's behavior.

    Any ideas about why the turbo isn't working?

    So no one has their Turbo working on this board?  I'm beginning to think EVGA took our 400$ for this board and ran

    Have you tried flashing back to some older bioses to see if it helps correct the issue?

    I can't see how the latest bios would of borked the turbo.  I will give it a try.  Also, I remember something about a C-Limit jumper, and X Cool jumper on the board and them having something to do with Turbo.

    What's the proper procedure for updating the bios?  Reset everything to default?  Even AHCI mode?

    Turbo was introduced in Bios 44 as an option.  The option is there in the bios but something is not allowing it to work
