460 GTX - Windows 7 Boot Artifacts & VRM Temp

Brand new system
 
i7 950 (H70 cooler)
EVGA Classified 3
EVGA GTX 460 1024 (Stock cooler)
12GB (3x4GB) G.Skill Ripjaw DDR3 1600 (PC3 12800) Model F3
Corsair AX1200 PS
Windows 7 64 bit 
 
Randomly my system will boot showing artifacts. Thiis usually results in a bluescreem other times I can select the option to reboot. This is a pic I took of the artifacts after one incident where I attempted to repair the installation.
 
NOTE: This video artifact also shows up when using the Windows 7 Installation CD. It is rare. it does happen.
 

 
I suspected bad video ram so I ran the follow tests
  • CPUMark06 - No Errors
  • PassMark Burn In Test - No Errors
  • OCCT GPU Memory test - No Errors
  • Video Memory Stress Test - No Errors
  • FurMark 1.6.5 at 1920x1200 - No Errors
All stable, no errors. The only issue I've had once logged in is with mouse lag, which I think I have tracked down to the RealTek Lan driver. (Rollback of driver seemed to correct mouse lag). Other than the mouse laf, system has been 100% stable once logged in (so far).
 
These are my idle temps, stock, no OC system idle. I've been doing light work, mostly web browsing for a couple hours with these temps.
 
Note:  Notice the VRM temp. Does this seem high for idle? What could be causing these artifacts during boot, yet run stable once logged on?
 

 
 
EDIT: Also ran MeMTest86+ on 12GB system ram. No Errors.

    those vrm temps seem normal to me with stock cooling. don't think that would be causing artifacts anyway. Occasionally i'll get a second or two of distortion on the windows 7 loading screen(not the black splash screen, the one right after) but then it's normal after that. I'm sure you've tried this but double check card seating in slot, also remove it completely and re-install.

    Thanks for the advice. I did check the card before, but I reset it again just to be sure. I havnt had seen the artifacts lately (knock on wood). I'm surprised 40deg is normal temp for VRAM at idle, but glad to hear thats normal.
     
    I also disabled the HD audio on the vard per recommendation from another post on the forum.
