Well, the process was announced last Friday afternoon, and opened for input on Saturday night. How long is reasonable to wait? Is there a reason why people are waiting to fill it out? I'd say the specific date answer to both of your questions is the same, within a few minutes. It's up to troy to decide when that is.

40 missing from general pool, and 50 or so from competitive pool. That's a lot of PMs - even more than Madrias can do.

Here are the folks that have not entered the general pool. If I could ask for volunteers to PM a group or two apiece, that would help a lot, because I don't have time until tonight. Simply point them to this thread and mention the fact that the drawing is happening "soon". If you are willing to volunteer, post here with the number(s) of the group(s) you will PM. There will be some research involved, because what people entered as their forum name may not actually be their forum name. Note that these are just taken from the contestant list and does not mean that they have met the eligibility criteria for the gift drawing; that determination is up to troy. I think PMing and giving them at least a day to respond is probably a good idea. In the past people always at least had a PM saying its their turn to pick. Most of these people probably don't have a good excuse, but I bet there is at least one person who is genuinely busy with life, hasn't had a chance to check the forums, and didn't realize this process was occurring.
Once everybody has made their selection it should be nearly instantaneous, so even if we don't require responses until Saturday, it'll still have gone much faster than in the past.
I'd just hate to have somebody have some extenuating circumstance and miss out because we rushed it.

Groups 3-8 are done, except for kscott190. His username is correct but it returns with a message that he "denied or is not set to receive" PMs. EDIT: I see on one of his previous posts there is an icon stating that he is banned.
