so i just got my 1080 sc yesterday and installed it. i downloaded the oc program for evga and had it running while i played fallout 4 and saw my clock speed was advantaging in the 1900's the whole time is this normal or did i just hit the jackpot or what? 
 
note i didn't oc it myself i just launched the program saw some thermal throttling and activated the fan curve and then it was steady in the 1900's

It's called GPU Boost 3.0 - it automatically boosts your card beyond the boost clock when it's within temperature and power limits.

It looks like you got a winner since its maintaining 1900's the entire time. haslam22 is correct, the GPU Boost technology will automatically increase the clock offset based on load, TDP, temperature and voltage. You can read more about 1.0 and 2.0 HERE and HERE but Nvidia has not yet added an official 3.0 page on the GeForce website yet.

joseph since your here i have a little issue on the fan by the power connector its hitting the sleeve that is around the power cables and is making a noise. id rather not send this card back and be out of a card for a few weeks will i be able to just push down the cord with a small screw driver gently or would i have to disassemble the cooler to fix this problem? and if i disassemble  would that void my warranty?

If you are able to clear the cable using a small screw driver then that will be the easiest method. Just be sure to not scratch or damage anything.
 
You can also feel free to remove the fans and/or heatsink if you are careful and it will not void your warranty. As long as you return the card to factory condition you will be fine.

That should be fine. Honestly, EVGA's warranty is pretty sweet. You can replace the cooler and your warranty is still valid, just need to send back stock.

If you can fix it yourself by pushing the cable in, you're golden. If you need to take it apart, that's cool too.

I have this card and it boosts to 1987 MHz out of the box, so yes this is intended behavior and thanks to the magic of GPU boost 3.0
