I'm in Canada (west coast), trying to locate and find one of these cards is virtually impossible. My local retailer (ncix) still doesn't have an sku number for this card.

Is there a shortage or something? If so, how long can we expect this to last?

Their is a Shortage for all the New Pascal Cards, and have had this Shortage from the first day they were released.

All your other cards are plentiful though. It's only the classified in particular that's hard to find.

Well it obviously depends on your location. There are 20 (YES 20) close to me at 2 different Micro-center's. Then again you are in Canada and I am in the US.

Why do you want to pay $750 for a Classified when you could buy a perfectly good version which will likely perform identically for $620 to $650?  Is there any special way that you are expecting to use the card -- liquid nitrogen cooling for example -- or any situation where you think a Classified version would be worth the extra price?

They only had the Evga cards at Microcenter at first. Recently Evga starting selling them at their online store. They were in stock for several days, and I was able to get one at the evga store at that time. Not sure what's happening in Canada though.

Yeah, whatever that is any good for.  Go ahead and spend your money on frivolous things which make zero real difference, if you wish.  "Back in the day" when chip manufacturing size was much larger, it did actually make some difference.  Now, it is something you really should think long and hard about before spending the money.

Frivolous things like LN2, right? Don't be so condescending.

LN2 is not frivolous.  Frivolous as in: 'it is worth the extra $100 and waiting weeks or months for it to be in stock because it looks "bad ass"'.
Just make sure you are properly informed ahead of time to know that for the standard user, the card is almost guaranteed to behave essentially identical to the cards which cost $100 less and are currently in stock.
