You can step up from to the 1080 FE, 100 Basic cooler from EVGA, and 1080 ACX 3.0, if you country is in the eligible countries for step up.

Cost will be dependant on what you pay for the 1070's. Take only the cost of the 1080 (no shipping, no taxes) and subtract only the cost of the 1070 (no shipping, no taxes) and that will be the minimum difference, plus shipping both ways and any applicable taxes.

    2X 1070 cost 1000 Euro.

    if I step up later, to 1080 ACX 3.0, is total 1358 Euro, so 1358 - 1000 = 358 Euro + delivering?

Yes, and that is 358 Euros :) + Shipping cost.  if I got it right ;)

    1000 Euro for 2x 1070. 1358 Euro for 2x 1080. so 1000-1358 Euro = 358 + SHIPPING both ways. that should be the right prices :)

Correct.. I just did mine here in the US and I ended up spending around $30 to ship my card to them (including insurance) and $10 for shipping the new card back to me.  I used UPS ground both ways. The return shipping is charged up front as part of the upgrade fee before you send your current cards back.  I'm assuming the EU system works the same way but I'm not sure if they are using a distribution center in europe or if they're having you ship it back to the US.  That could affect the shipping costs and time frames.
