1080 FTW VRAM underclocking itself

I have been noticing a weird issue. When I am playing games the VRAM will randomly drop to 4811. I can only get it back to 5000+ by upping my offset or restarting the computer. 
 
I am using the secondary bios and a custom voltage overclock for the core.  At first I though maybe I was hitting the voltage limit but after I apply the additional offset it stays, so I am not sure what is going on.

    Try setting power management mode in NVIDIA control panel to prefer max performance.
