1080 6183kr extreme throttling

i have a serious issue with my gtx 1080.
 
it works fine when i start my computer, almost all games do 120+ fps on 1440p maxed out settings.
 
however, after 5-10 minutes all fps drops to around 10~15 fps.
 
this is including dota 2. i mean dota 2 @ 30 fps, LOL.
 
i checked presicion ocx and it shows the card jumping to 1960~1974 mhz (i did not oc the card at all) and mw jumping to 1k+.
 
i'm not sure what is causing this.
 
i do have a AC turned on all the time on 1 of the wall sockets. the other wall socket is connected to a surge protector with my PC is connected to. now the surge protector does light up RED for building wiring fault.
 
but if there's something wrong with the electricity in my house, wouldn't the card throttle down instead of up? why is ocx show much higher clocks?

    It is possible that the PSU is being effected by unstable power in your house. To check the power supply you can go into the motherboard BIOS/UEFI and look for "Hardware Monitor" or "PC Health Status" and look for a live readout of the 12v rail of the power supply. The 12v rail should read between 11.4v and 12.6v (+/- 5% of the rail's rating). It should be stable, with little to no fluctuations. A fluctuation higher than .1v, or more often than every 10 seconds could be an indication of an issue with the 12v rail, and would indicate the PSU is being effected.
    The clock frequencies you are seeing are normal, Nvidia Boost 3.0 will auto-overclock the graphics card so long as the card is stable and running at low enough temperatures.

    Do not ignore the wiring fault - hot and neutral are possibly backwards, based on that warning.
     
    Please have a qualified person address the wiring issue.  For heavy loads like AC and laser printers, make sure the service person uses the screws on the back of the wall plug and not the push-in terminals - can make a big difference
     
    After that you could add a UPS to your system to ensure clean stable power to your PC, if you want.
     
    BOOST is - Up (increase)
    Throttling is - Down
     
    Clocking issue:
     
    First, Download current drivers & software
     
    Is MB BIOS at the latest rev ?
     
    Uninstall OC software, then run DDU, then clean install display driver & PhysX - ONLY, then reinstall latest OC software
     
    I custom install the EVGA / Nvidia drivers --- only selecting PhysX and the actual display (GPU) driver, none of the other "stuff" and select clean install.
     
    (I do not install GeForce Experience software,  Nvidia 3D drivers, Nvidia Sound)  You can always go back and add them later, if you NEED them.

    mb bios is at latest rev with latest firmware.
     
    as for hot and neutral being backwards on the wall plug, how could that happen? i have been using this exact wall plug for my PC for the last 3 years.
     
    i'm going to check the 12v of my PSU to see if there's voltage issues.
     
    i'm currently using a Seasonic X750 gold, which served me very well for the past 4 years.
     
    it's powering a 6700k + evga 1080 + asus Viii hero + 4 ssd + 2 conventional hard drives. i thought 750w was enough to power all and even overclock both cpu + gpu.
     
    anyhow, as a precautionary measure i have a brand new Evga supernova P2 1000w on standby.
     
     any recomendations as far as UPS?
     
    i was thinking between APC and cyberpower units.

    In your OP you stated:

    This would indicate an issue on that circuit or elsewhere in your building.  Unless the surge protector has a false warning
     
    Could be bad ground, bad neutral or reversed hot & neutral --- see tester PDF link below
     
    Turn off the AC & unplug it - does the wiring fault go off ?  Maybe an appliance has an issue ?
     
    You can go to the big box lumber store or hardware store and buy an outlet checker for about $15 USD w/ GFCI feature
     
    They have three LEDs that you read after plugging it into your outlet. 
     
    Test all the outlets in your building, till you find the source of the issue.

    I have one of these for each of my PCs:
     
    CyberPower CP1500PFCLCD PFC Sinewave UPS 1500VA 900W PFC Compatible Mini-Tower
     
    I can't post a link for whatever reason...but this is on Amazon for $193.21.  It's a nice unit, and has all of the bells-and-whistles you need for a modern PC.
     
    Don't skimp and purchase a lower output power unit.  You won't be drawing 900 W with your system, but it's better for efficiency reasons to not pull max power from a UPS.

    I run an APC XS 1500 for each of my 1200W & 1600 W PSU systems
     
    Generally I would recommend one at lease as large as the  PSU, shop what is on sale locally, these are heavy - or hope the shipping is discounted
     
    So anything 750 or larger for your 750 PSU would work well enough, your not looking to run your PC for an hour or more. 
     
    Just want filtered, clean & stable power to your PC and time to shut it down if your power goes out.

    Sounds like your cpu is overheating & throttling. Check your cpus temps.

    cpu staying around 60, cooled by a nh-d14 + arctic mx5 paste.
    cpu clocks do not fluctutate like my GPU. they stay around 40x 100 for a stock 4.0 speed.
     
    when everything runs normal my gpu throttles back to around 253mhz in desktop with no games openned. this is perfectly fine. however when experiencing low FPS, even on desktop my GPU shows 1960~1975mhz at all times.

    Sounds like your system may be infected with a virus. What is your cpu/gpu usage while idle on the desktop when the gpu is running at 1960~1975mhz?

    ^ this was the answer, or close to it.
     
    so i finally fixed the problem......after spending $400 bones. it turns out either it was a virus or a conflict between programs/drivers.
     
    so i bought a evga supernova p2 1000watts + cyberpower UPS...............and after installing both the problem persisted.
     
    My good old seasonic x-750 was not the culprit. Gotta tell ya boys, this power supply has been a workhorse, never failed me. this is the 4.5th year in service.
     
    So after checking all wall outlets in my house, they were all fine. No voltage fluctuations, no ground issues. Holy hell this took almost half a day to check throughly.
     
    so finally i just decided to re-install windows 10. and voila all day yesterday all games @1440p running at 100+ FPS maxed out.
     
    now i'm not sure if it was a virus, or a conflict.
     
    my guess is one of these programs were not playing along nicely:
     
    asus ramcache (comp does not shutdown with this running, always have to manually close it)
    Geforce experience (this is so useless garbage)
    Samsung Magician (my main OS SSD is a samsung 840pro)
    msi afterburner + evga precision ocx (i might have messed up)
    Or maybe USB issues ( i have a dac/amp + ps3 controller + xbox one controller)
     
    Anyhow, i only installed:
     
    intel chipset drivers
    Sata drivers
    USB drivers
    network driver
    audio driver
    nvidia driver (driver, hd audio and phyx only)
    Steam (for games)
    Battle.net (for games)
     
    did not install any of my controllers/gamepads.
     
    so far so good. Thanks for the advice fellas!

    Clean install of Win 10 fixes MANY, upgrade issues.
     
    I agree and do not run Nvidia Experience.  Definitely less is more when it comes to this.

    Make an image of that clean install, will help if you have future issues with your system.

    anyhow, my house is a duplex built in the 1930s, no electrician want to touch the wiring unless i cough up thousands...........sigh
     
    for now i'm just going to let it be

    Probably does NOT have dedicated ground wire, plus the old style insulation = Total rewire to bring up to current code = big bucks
