#1 Remove GPU fan shroud and make sure the GPU fan cable is fully seated and secure to the GPU PCB fan header.
#2 Make sure the card is fully seated to the MB. Make sure the PCI-E power cables are fully seated and secure at the PSU side & GPU side.
#3 Uninstall all monitoring software. (Precision, Afterburner, Speedfan, HWMonitor, etc.)
#4 Perform a clean installation of the most recent video drivers:
- Uninstall Precision X/MSI Afterburner if installed, make sure to select "no" to saving profiles if asked. Reboot the PC now if you had to uninstall PX or Afterburner.
- Use (Display driver uninstaller) in safe mode to clean out all your nvidia drivers. Use the clean and restart (highly recommended) option.
- Download & save the most recent graphics driver to your desktop. You can find the most recent graphics driver .
- Run the graphics installer located on your desktop once the download is complete.
- Select custom advanced install, under custom installation options uncheck all options except graphics driver & physx system software, if you have a 3D capable monitor and would like to use 3D at some point please select both 3D options, check mark perform clean install, then click next to install the driver, reboot when asked.
If you're still having problems after performing steps 1-4 RMA the card as the fan controller on the GPU has a problem.
Ok. I have do it. All... You want the solution ? i will give you. Congratulations EVGA, if i would have the choice, i will not buy your graphic card.
==> Uninstall all software monitoring. Check
==> shutdown computer after lunch DDU in safe mode option. Chek
==> Remove graphic card / remove all cables (3) / reinstall all cables (3) and reinstall the graphic card in the computer.
==> Turn on computer, and clean all nvidia drivers in safe mode with DDU. Reboot computer.
==> Install last drivers, only graphics drivers and Physx system.
==> Reboot computer.
Now, its time to test again. I lunch battlefield 3 ; fans speed are ok. I enter in a game, in 10s fans go to the max speed !!!!! I play 15s and exit the game. On the windows office, i wait 2mn, fan speed dont down, they stay to the max. Same problem. Your solution dont work. I say to me ; ok what i do ? I do a RMA like want Sajin ? Or i try another solution. I choose another solution ; remove your last BIOS, 08G-P4-5173-KR - EVGA GeForce GTX 1070 SC ACX 3.0 Black Edition - Primary BIOS (86.04.50.00.72) with the installation of the previous that we can found here
I donwload the exe file from EVGA server, i lunch it, card is correctly flashed. I reboot my computer.
Now, i lunch again battlefield 3 i enter in a game. And what ? No 100% fan speed. Uhmmm ? I continue to play 15mn. Same, fans are silent. Well, now i want to see if informations about the speed fans is able or not like with your last bios.

Informations about the RPM and % of fans speed are now available. Just the t° go to 70-75° ingame in battlefield 3 but fans speed dont go to 100% like before with the last bios.
Conclusion ; your last bios from your topic << Update 11/4/16 with NEW BIOS - EVGA GeForce GTX 1080/1070 PWM Operating Temperature Update >> dont work correctly with my 08G-P4-5173-KR - EVGA GeForce GTX 1070 SC ACX 3.0 Black Edition ... Now, i will wait your thermal pads, install them and wait your release a new bios. In time, i will think in the next 6h what i do ; ask give me back my money to the seller tomorrow and send back your graphic card to buy another (KFA² or MSI) or stay with it and wait your dev team work to a new bios to correct the bug and work in this time with MSI afterburner to correct the line of fans speed for differents points of t°.
But... ingame, with the previous bios, we see the fan speed at 22% and TEMP at 70°. Ok. If i want change that, i download and install MSI afterburner, i setting my line like that and i apply :
And immediatly, fan speed go to 100% but we dont see it in monitoring ... I shutdown the computer and lunch again. Fan speed silent, but as MSI A. run at startup, when i enter in session, fan speed go to 100% again.
Its like if the monitoring software cant regulate the fan speed; its 100% or nothing if i uninstall them.
I uninstall MSI afterburner to have not the 100% speed fan, i shutdown the computer and restart. Fan speed is ok, the card is silent. I lunch BF3, for 3mn fan speed is silent and quickly, fan speed go to the max speed. I quit BF3 and return to windows. I lunch GPU-Z and look that :

0 RPM, 0% fan speed... and they work at 100% ... need to shutdown the computer to stop them.
EDIT ; i use Display driver uninstaller in safe mode to clean out all my nvidia drivers 175.70 and install 373.06 and reboot ; same, the card is silent and when i play to BF3, after 15-30s, fan speed go to the max speed. And when i quit my game and come back to the windows office, the speed dont down even after 5mn.
