1070 FTW Hybrid issue with games

Help please. 

I'm trying to play Skyrim Special Edition and Cities Skyline and my 1070 FTW Hybrid is artifacting and/or freezes.  I've just finished putting the new computer together on Nov 1st.  I have an older build that running the X99/ i7-930 with a EVGA GTX 960 and it has no problem running either of these games.  The only game it isn't having issues with is League of Legends and that because it CPU intensive and doesn't use the GPU.

EVGA 1070 FTW Hybrid (Default clock)
500GB Samsung SSD
EVGA 750 Platinum PSU
Asus PG278Q G-Sync Monitor (144Hz)
Windows 10 64-bit
Driver 375.70

    What Driver and OS are you on?
    Is this a Fresh OS Install?
    Are the OS Updates Completed?
    What Video Drivers are you Running?
    Are you Running GFE? (NVIDIA Geforce Experience)
    Do you see the Same if you are Not Using OCX?

    Forgot to mention that.
     
    Windows 10 Education 64bit
    Driver Ver 375.70 (latest from EVGA webpage) - which is the same version as Nvidia
    Fresh brand new OS install.  All updates completed.
    Running Nvidia Geforce Experience, even switched to the recommended settings and dumbed the settings down.  Game works but still very low frame rates and stuttering due to low fps.

     What do you mean by see the same?  The games are still having issues so yes?

    Un-Install Nvidia Geforce Experience and retest.
    MSI Gaming Motherboard What is the Full Model Number and is the Bios Current?

    Bios is most likely not up to date.  I usually don't upgrade BIOS unless I think there is a need to.  I've just finished building the computer on Tuesday and only played League on it.  Today was the first time I attempted Skyrim or Cities of Skyline.

    You should have updated the Bios before you install the OS. But Still you need to for the Pascal Graphics Cards.

    Here is what I suggest...
     
    #1 Update your video card with the latest vbios listed here.
    #2 Retest for artifacts.
    #3 If still having artifacts try running the card in debug mode/underclocked with msi afterburner. More information about debug mode/underclocking with msi afterburner can be found here under #3/#4.
